Project Processes and Approvals

The Office of Campus Planning and Sustainability (OCPS) leads planning and design processes that guide physical change on campus. We ensure that all campus development aligns with UVic's institutional priorities, sustainability goals, planning frameworks and design guidelines - while also supporting regulatory compliance and community relationships. 

Whether you are planning a new building, modifying an existing space, or working on public realm improvements, engaging our office early helps ensure your project is feasible, aligned, and on the right path for approval. 

Development Approvals from Campus Planning 

Development approval from OCPS is required for all new buildings, additions, and significant exterior projects on campus. This includes outdoor research and teaching uses, landscaping and permanent signage.

Effective implementation of the Campus Plan relies on a clear and consistent review process for all capital projects led by academic departments, administrative units or third-party partners.

Development approval is required is a project involves:

  • Constructing a new permanent, semi-permanent, or temporary building;
  • Adding to or relocating an existing building;
  • Making substantial exterior changes, including new facades, antennas, signage, or accessibility upgrades;
  • Altering landscapes or infrastructure (e.g., tree removal, stormwater management, lighting, or outdoor furniture);
  • Using campus lands for outdoor research or teaching;
  • Installing permanent exterior signage;
  • Changes to roads, pathways, utility infrastructure, or outdoor public art.

We provide planning and design guidance, coordinate municipal approvals and lead engagement processes to ensure projects align with the Campus Plan, Climate and Sustainability Action Plan and relevant design guidelines.

Minor or Temporary Changes

Even small-scale or short-term projects can have lasting impacts on campus. OCPS reviews minor or temporary physical changes to ensure they are consistent with university plans, policies, and operational requirements.

Projects requiring review include:

  • Temporary structures such as storage containers, modular buildings, or trailers;
  • Minor site additions like bike racks, benches, planters, or wayfinding signage
  • Pilot or experimental installations in outdoor spaces
  • Short-term outdoor research or teaching setups

These proposals are reviewed promptly. If approved, written confirmation is issued to coordinate with Facilities Management, Risk, and other operational partners.

How Are Projects Approved?

The approval process for campus development projects involves multiple levels of oversight to ensure alignment with university goals, policies, and regulatory requirements. We support these processes by reviewing proposals, ensuring alignment, and guiding proponents through each step.

Community Engagement

Projects that impact campus neighbours or the broader community may require a public engagement process. We follow UVic's Community Engagement Framework to guide meaningful dialogue with stakeholders. Engagement methods may include open houses, surveys, and meetings with community associations. 

We will work with you to determine if your project requires public engagement and will be responsible for the coordination and execution of an engagement approach.

What information is required for an application to the Campus Planning Committee?

OCPS reviews and presents project applications to the Campus Planning Committee. This committee provides strategic advice on proposed physical changes to campus, ensuring projects align with institutional goals and long-range plans. 

If your project requires CPC review, OCPS will work with you to compile the necessary materials. Digital submission of the following information is typically required, depending on the scope and complexity of the proposal: 

Required Submission Materials: 

  • Project Overview 
    • Purpose and objectives of the project 
    • Summary of the proposed development (location, use, area impacted)  
    • Timeline and anticipated milestones 
  • Campus Plan and Policy Alignment 
    • Identification of how the project aligns with relevant Campus Plan directions 
    • Climate and Sustainability Action Plan considerations 
    • Any anticipated policy variances or interpretations 
  • Design and Site Information 
    • Site plan (to scale) showing building footprint, circulation, key context elements 
    • Building elevations and massing diagrams 
    • Landscape plan, including planting concepts and natural area interfaces 
    • Concept renderings or perspectives illustrating key views 
    • Building materials and finishes, including colour palette and sustainability features 
    • Tree impact assessment, including proposed removals and replacements 
  • Campus Impacts 
    • Transportation, parking, and active mobility impacts 
    • Service and utility infrastructure considerations 
    • Impacts on adjacent buildings, open spaces, and pedestrian areas 
  • Community Engagement 
    • Internal Engagement: Summary of consultation with UVic academic and operational units 
    • OCPS leads all community engagement for campus development projects. If engagement is required, OCPS will design and implement the process in alignment with UVic’s Community Engagement Framework, and summarize outcomes for CPC review. 

We will review all materials for consistency with university policies and standards, identify any additional requirements, and consolidate the information into a presentation package with recommendations for CPC review.
